I hate people who don't turn on their headlights, creating hazards on the road. Fine if you forgot. But some people turn on fog lights and think that's sufficient.
It isn't.
Fog lights are often in your blind spot. On an overcast day, at dusk, or in snow, they don't help anyone ahead. The car behind you is invisible → you change lanes (or hit the brakes without accounting for it) → crash. ☹️
Egor added a good point to this post:
"Listen up. Traffic rules are clear—fog lights only work WITH low or high beam. You can't use them alone. There's two traffic cops in Parnas who feed themselves on this. And in poor visibility, low beam is mandatory regardless of daytime running lights." https://vk.com/wall87043_3676
Drivers, turn on your low beams when driving anytime.
